There was a system at one point where supplies went bad if not picked up in X amount of time. This allows all contributors that are due rewards to get them(as of now when someone goes inactive contributors are just out of luck they will not ever get their rewards for donating FP). I was meaning people will continue to contribute FP and once the GB reaches the maximum number of FP allowed(leaving last 5) after X amount of days that the owner doesn't flip the GB themselves(inactive) it will automatically flip. Only way to know that when playing is if you cant M/P for several days or they disconnect roads.
For inactive accounts people will continue to contribute because no way of really knowing when someone goes inactive.
